It should be in My Documents>My Games or somewhere there.

Then open all the files with notepad and search for vsync, vertical, smooth framerate, etc.

But is it an unreal engine game?
Because some of them don't allow you to change it. It'll be locked at 30FPS the whole time.

lol stuck at 60 fps , some of us like vsync. I've never seen a game that i can stay over 60 fps where it didnt feel better with vsync on. I just turn it off on games that dip below on ocassion.
