Well I bought the physical copy from amazon. Apparently treyarch uses steam for multiplayer, so you should be ok if you purchase a hard copy. I think amazon does pc downloads.

Digital millennium copyright act. To comply with it a download must be provided with key even if the game is to be used with third party software such as steam or origin.
