It can, but it will destabilize your system before it does that. I don't suggest increasing it as it adjusts to your multiplier settings. If I recall, BCLK is used more for memory OC'ing, which I am not familiar with.

Are you talking about the PCIe Express Frequency on LGA 775?

If not.

BCLK Frequency: This function becomes available if X.M.P or Ai Overclock Tuner "Manual" are selected. The base BCLK frequency is 100MHz. The CPU core frequency is derived via multiplication with the Turbo Ratio setting
Bear in mind that the adjustment margin for this setting is not large - most processors have a range of 7 MHz +/- the base frequency. For example, if using a CPU Strap setting of 100MHz, then the approximate maximum BCLK for some CPUs is 107.0 MHz. If using the 125 MHz strap, then we'd expect a maximum in the 130 BCLK range.

I used to have my Baseclock at 120.125Mhz on Strap 125 Mhz, giving me 4684 MHZ CPU and memory at 2242mhz . This is with socket 2011
 
I've never heard of it damaging anything in the PCI-E slots, you are at risk for data corruption. Most equipment has some built in tolerance usually atleast +/- 3% of specification. There is almost no chance 100.1 could damage anything.
