Noooooo ! what have you done ? In my country this CPU is around 2000 Euros ! As for the IHS, you are screwed, unless you can find a dead CPU and take its IHS...delidding a CPU which is soldered to the IHS, is very dumb in the first place, but eh ! people never learn...
 
Intel does not make replacement parts....as the CPU is 1 part...its not supposed to be altered with and its impossible to "repair" its a one use part...it brakes you trow, and that's it ...
You can make one...but it has to be incredible precise...its not going to work "by eye" ..you can also use it bare dye assuming you are EXTREMELY careful not to crush the dye with the pressure of the cooler...
 
They sell replacements...need to buy the whole CPU though.

If you are very curious, look into why that little hole is in the Intel IHS. This will start you on your quest to understand why these processors cannot be delidded.
 
You may want to consider just using the CPU bare die with a waterblock.

Soldered CPUs can be delidded. It is however much harder to delid them:
Before Ryzen came out, Silicon Lottery used to offer a delidding service for Broadwell E CPUs.

There is even a guide for direct die mounting from Silicon Lottery:

Yeah, I suppose de-soldering them would be possible, I guess I should have said "delidded by normal vise and hammer means"
