I had it in the PCIEX16_1 slot but it was only x4, I moved it to the PCIEX16_2 and now it's at x8. It's an EVGA GTX 1070 SC and mobo is Asus Z170-AR with 6700k. All BIOS are up to date, at desktop it's x8 1.0 and under load it's x8 3.0 so I'm stuck. Any help would be greatly appreciated.
 
Try going into the bios and make sure it is set to x16 on the lane the gpu...idk what asus bios looks like, as i dont own one.

Also make sure itsnot the card but the mobo it self..
If you have another card lying around could verify that its the board itself and not the card..
 
The above suggestion is a good one. I've also read that usb 3.0 uses some of those resources, and that disabling it in the bios will correct the x8/x16 issue.
Also, are you getting that reading from cpu-z or gpu-z? If so, could you check the reading in the nvidia control panel while the gpu is stressed? I'm reading that some programs don't properly update displayed info when the system goes into and out of any power saving modes or profiles that may be enabled.

No where in BIOS says x16, only thing I can change is AUTO/Gen1/Gen2/Gen3. Says in BIOS its running x8 Native. I don't have any other gpu thats x16.. upgraded from a small gpu. I deleted all old drivers and programs. Including deleting and reinstalling this new gpu.

I'm looking at GPU-Z, also I have it on performance settings so no power saving. I have stressed it and checked but all that happens is it goes from x8 1.0 to x8 3.0 but I'll check with USB 3.0 turned off.

EDIT: I disabled all USB 3.0 and 3.1 but no change. Monitored Nvidia control panel while I was running Uniengine Heaven, only showed x8 Gen 3.
 
Just out of curiosity, have you tried to reseat the cpu? I see you have a delidded 6700k. Maybe not getting the connections right in the socket. I know i cranked my h100 down to much and had weird problems. Just a suggestion.
 
I know you said you reseated the cpu. While doing so did you check for any burnt marks on the bottom of the cpu? check and make sure there were no bent pins in the mb socket? Not trying to say you didn't. I just know i had weird problems like you, and i had a pin just enough out of alighnment. really just trying to help you solve this issue.

edit: Did you relid the cpu? Maybe it's moving in the socket while you're tightening the pump/cooler down?

You're good. I checked it top and bottom as well as mobo. Looked in the PCIEx16_1 slot. Have gone through BIOS inside and out. Actually just finished a fresh install, wiped my SSD and reinstalled Win 7 and all the drivers. Yet it still doesn't work properly. Beginning to think mobo is bad. I just find it odd that the second slot will hit x8 3.0 at least. Thanks for the help, I know it'll probably be something dumb lol always is.
 
Thanks. Yeah it usually is something small. If nothing has helped, i'd reach out to them to check or fix your mb. Depending where you're at or when purchased, might be able to get a replacement mb?
 
Just out of curiosity, do you know of anybody that has a Skylake cpu you could drop in real quick to be sure? Ln2 run's are fun til you kill the cpu and then realize you don't have the money to replace it.

No I have only used Win 7 SP1. No I haven't used a USB Distro.. Not sure what that is exactly. Could you explain, Please?

I don't know anyone with a skylake. Not worried about it dying lol as long as it teaches me how to use LN2.
