No. the power and reset circuits are not powered all the time. They are momentarily powered to actuate them. The power/reset switches are momentary contact switches:
When the Reset button is pressed, current is momentarily sent to the motherboard reset circuit, and the motherboard shuts down and then restarts.
When the Power button is pressed, current is momentarily sent to the motherboard start up circuit, and the motherboard starts the post routine.
If the Power button is held in for longer than 4 seconds and a continuous current is sent to the motherboard shut down circuit, the motherboard does a forced shut down.
