Try running your games with a capped framerate, or raise graphical settings to reduce framerate.

Look inside your bios and look for Speed Shift or alternatively only run with high performance preset.

If you have already "formated", try to make sure you delete your partitions, a refresh of windows does not delete all data. Old drivers and configurations may still be loaded after the refresh.
I think It does drop inputs, I'm trying to make big movements, it start off normally, but then it just stops lags for a short while, goes bit by bit while repeating the lag then after few stutters goes back to working normally, but the cursor doesn't land where I initially intended, also it goes all by itself,so after I made the movement and the cursor has started lagging I can take my hand off the hand and it will keep moving until the stutters stop. I'd compare it to hitting mouse onto something, like keyboard or a wall you move smothly then you hit that thing, it stop and completely throws you off.

Paladins has the fps capped at 150 by default, I run this game maxed out. While in GTA V vram bottlenecks me, I can hardly set the settings so it constantly goes below 60, though thegame itself it quite stuttery, there's lots of frame time spikes when I play and it is noticeable. If I ignore vram settings and set all msaa and stuff at max I get about 30 fps, but also game becomes more unstable, there's even more stuttering and sometimes it just lags to 0, so besides not having 60fps I'm also suffering these problems.

Gonna check the bios thingy and test it out if I find it, then let you know how it turned out.

I haven't formated yet, though I already prepared a bootable flash disc with windows10. I thought about installing another copy of windows first and then if it didn't help go hard way and just format everything into abyss, but I'm not sure if installing a fresh windows like that is any different from creating a new profile, still I think it's worth trying, since formatting does take some effort especially with copying important files, but if I'm gonna format, I'm gonna make sure to merge/get rid of partitions
 
When you tested your 3 different mice, were they all at 1000hz? If so, try running them at 125hz and see if you still get dropped inputs or only regular stuttering without dropped inputs.'

Also, When I used Vsync accidentally some time ago, I encountered a similar issue with stuttering while being cpu limited. The game would feel like it had phantom input as well as not accepting mouse input correctly. Do you happen to run borderless? Borderless runs a double buffer and I imagine some cpu intensive situations can mess with the windows compositor.

Windows Game mode might cause stuttering in some game engines, altering the game engines thread execution.

2 of the mice were 125hz, g203 runs 1000hz, I can adjust it to 125 for a match or two for a test, but I doubt it's gonna help.

I run the games either fullscreen or windowed, Paladins, GTA V and CS were fullscreen, Path of Exile was running windowed.

I got a log, but I don't know if it's safe to share it and I'll need more than "yes, that's safe" to encourage me. I'm not quite sure how are you supposed to help me with that log, there's like a million of events that happened within 5 minutes. If you don't have bad intentions, though I hope you understand my concerns about this.

I understand, it is not better to post everything on a public post.

As well as any entry that is close to 25.00. Alternatively force end any of these programs and relaunch Paladins to test for stuttering and re-run a log.

Interrupts 0.44 0 K 0 K n/a Hardware Interrupts and DPCs. If this value is higher than say 5.00, you either have a CPU clocking issue, or malfunctioning drivers.

For privacy on public posts, this is really all I can do. I can link additional diagnostic software but would release information akin to a browser history.
