So I am doing the stress CPU on Aida64 using i9 9900k @5GHZ Vcore 1.380 And under load the temps stay around 90ish. I installed throttlestop because my bios doesn't want to turn off EIST even though I disabled it. Now I thought that the CPU throttling kicks in @ 100c, I am nowhere near 100c so what gives. When the Aida64 tells me that CPU throttling kicks in, I turn off the stress, I don't want to damage my CPU. It has ok cooling a AIO 2 fan bequiet cooler. My avg temp is 30-35c with light load. So guys, what can I do? I know I am a noob when it comes to overclocking but I am learning and one day want to try ln2, but thats years in the future. Should I try to lower the Vcore to 1.375-1.370 , but at that voltage the stability test might blue screen as it's not enough juice. So what can I do.
 
you're probably only hitting 90c because you're throttling, lol. there's no way you're cooling a 9900K at 1.38v on a 240/280 AIO unless you're delidded and running direct die.
 
figure out if you're throttling or not seems like a logical step one, no?

after that, either upgrade your cooling or lower your expectations.

That is a lot of volts, I only raise this issue because of your comment about not wanting to damage your CPU. 1.4V or below is reasonably safe as long as temps are good, but not running at 100°C, even 90°C is hot for that many volts.

figure out if you're throttling or not seems like a logical step one, no?
HWiNFO is a good tool to see why or if a CPU is throttling, and lots of other things too. :)

I have HWiNFO64 and core temp and my cpu isn't being throttled even when AIDA64 starts to complain about overheating. I never heard of this de-lid process, is it difficult to achieve?
PS. I lowered the VCore to 1.365 and now my load is around 75c-80c.
 
The two reasons an intel CPU will usually throttle are either thermal or power. Either its overheating or it's not getting enough power. You need to raise the wattage limit/short and long term power settings, but if you're already at 90c you should probably focus on cooling first.

delidding is easy with a delid tool and they're cheap. I wouldn't recommend it for everyone since you will void the warranty but there are plenty of guides and all and all not too many steps.

Thank you for the expeditious reply. I have a Bequiet Dark Pro 11 1000watt PSU with 4 rails but I used the overclocking function on the psu and set it into 1 rail. I believe it has plenty of power, When I checked using a voltmeter its was very steady and didnt fluctuate. It seems that I may have overvolted the cpu as I have been lowering it to 1.350V and its running @ 82c on load. Much better than before. The delid item you linked me to does not ship to Poland however I am sure I can find it here on Allegro.pl.
PS I have brought the vcore down to 1.340 and my Aida64 load is now 76c.

The cpu power limit is an overclocking setting. It has nothing to do with your power supply, and it's separate from the cpu voltage setting.
