Might be kits out there, not sure. In addition to the block, you need pump, reservoir, radiator(s), fans, tubing, fittings, coolant at the most basic level. You will also need something like a Mayhems Blitz kit to properly clean the parts.
 
You could grab a Swiftech Drive X3 240mm or 360mm and simply replace the CPU block in the loop with your GPU block. You wouldn't even have to buy fittings (there are G1/4 fittings on the CPU block), the only thing you would need is a little distilled water to top off the fluid.

I think that's about as close as one could get to a ready made setup.



If that doesn't work for your case then there are some inexpensive options. You could get something like this

Rad/fan combo or Same rad with better fans

Small res/pump combo

You would need get 6 fittings and however much tubing you need for your setup.

You could source these sorts of things from Aliexpress as well, if that's your preference. You need a pump, reservoir, radiator, matching fans, fittings, and tubing.

The case you plan on putting it in will determine some of the parts, specifically your cases radiator mounting compatibility.
