I got interesting results in my experiment of replacing i7-8700k+Asrock z390 with Ryzen 7700x+ Gigabyte x670. More then 24 hours without TDR errors on Ryzen setup.
Windows 10 installed without internet connection so no silent updates in both cases + chipset drivers only + nvidia 522.25 drivers and GPU-Z for monitoring.
1) i7-8700k+Asrock z390 Taichi Ultimate: minimum GPU voltage 870 mV at idle, but mostly 875 mV -> TDR errors.
2) R5 7700x+Gigabyte x670 Aorus Elite : minimum GPU voltage 880 mV at idle, but mostly 885 mV -> no TDR errors.
Well, my Gigabyte Gaming OC likes more voltage when idling.

Does anyone know if the minimum voltage is specified in vBIOS?

Exact same issue. My TUF 4090 idles at 870 mv too and my PC reboots randomly. I followed some guy's tutorial where he put +100 on Core% in MSI Afterburner by enabling those 2 voltage control settings. After that, my card was idling at 880 mV and random reboots stopped. But then I changed some settings in bios and after that, I have just not been able to get it's idle voltage to 880 mV like ever. I tried resetting BIOS, reinstalled Windows 11 fresh. But that MSI Afterburner Core Voltage +100 setting stopped working causing my card to again idle at 870 mV and go into random reboots when idle. It is stable during intense gaming or benchmarking though. I just hate to keep it's power management to High Performance in Nvidia Control Panel.

There is also a physical vBIOS switch on the card to switch between Quiet mode and Normal mode. I don't know what mode it was on by default. I will just switch to the other mode and test it one last time before RMA tomorrow.
 
I have playing with my pc, trying all kinds of things, and it appears to be stable after returning default values for PCIE, DMI and PCH ASPM bios. I had disabled these settings because I prefer they do not go to idle, or reduce consumption.After returning those to auto, it appears to be stable using normal power mode in Nvidia control panel. The driver would crash like clock work when uploading large files for my work ( I have a symetric fiber connection ). I did a few uploads yesterday, and today, maxing out my connection and I haven't had a single crash of the driver since then. Looking at GPU-Z, it does idle now at 880 mV
 
You should try PCie ASPM = off and manually set PCie lanes speed to Gen4 in BIOS. Its a bit weird but changing PCIe lanes speed affects idle core voltage on my 4090.
Tried that and my GPU now idles even lower at 0.8650 V :p

But surprisingly it hasn't rebooted when idle for more than 2 hrs. It seems like Bios incompatibility issue?
Edit: Finally it rebooted when a youtube video was started. No use.
 
I've never done a vbios update before - is it easy to brick a card doing one?
I couldn't see any documentation with the V2 bios - without knowning what is changed I am always a bit hesitant to update.
Is there a need to update my motherboard bios? I am running 1402 on a z690 apex - everything is stable and dialed in, I would rather not mess with a new bios if its not really relevant for these crashes
 
I am going to try DUAL PSU, to isolate if its PSU related anyone advise how to start the second PSU?

1. Update your vBios if available or
2. RMA the card.
3. Set to High Performance mode under Nvidia control panel If you want to wait for updated vBios.

It is not a PSU issue as verified by many others in this thread. It's a vBios issue and you will have to wait for Nvidia's official vBios update or unless they are going to work some magic in their next driver. It might even be worth to RMA the card and try to get a replacement like I did.
