I have a PowerColor Red Devil 7900XTX and for overclocking, I want to uncap the power limit from 430 watts. I can't find any tools that I can mod the bios with that are compatible with my card. Any advice?
 
You might not be able too. The factory bio settings are higher than the driver level limits, so I believe your results are higher by not changing it from the software, but using the default settings from the dual bios.

I have the same card, and I found it runs better on the first Bios switch; NOT the one that is OC'd (labelled as unleashed), BUT the bios that is slower:

I don't know why.... but that "Unleashed bios" setting is too much.... and the card ends up just throttling itself. Mine is the Liquid devil to be exact, but i believe its still the same thing because they both are Dual bios models:

but give that first bio's setting a try.... the "Unleashed bios" is supposed to be their performance setting but in my opinion the heat issues with it causes it to actually be the slower and worst setting.

I took a screenshot really quick of mines with just fortnite loaded up to it's main menu and its doing alittle over 500watts at the menu screen:

Great card choice btw! I have owned mine since June and it's my first Powercolor and I been really impressed at their quality and I wouldn't mind another Powercolor in the future.

yeah your thermal limit has alot more headroom than mine based on your screenshot. your still have 25% before you hit max, and mines is 10% (which is worst than yours). so that is most likely why.

thank you for sharing, i may need to improve my cooling then.
I think I just have really good fans and airflow through my case, judging by the fact that you have the liquid devil, which is the water cooled one, you should be getting better temps.

I have a Red Devil 7900 XTX as well and you can flash the Liquid Devil unleased bios to your card with amdvbflash. I have it done and got the below Timespy score.

Should I force the flash? Also, is this bios okay?

Your card honestly seems really good... especially how your GPU thermal limits are only hitting 75%, because it means your going to stay at higher performance longer which is going to result in an overall better performance.

Here is what it looks like when I run the stress test with the "Unleashed" bios, however it still shows I am hitting 90% of my thermal limits.... so I am not sure if my temperatures are holding me back from going higher wattage, BUT i get lower benchmark scores when I run it like this despite the numbers and power usage on it being higher, so I don't use the "Unleashed" one, but only turned it on so I can take these screenshots:

I'd say you will have to force flash it as your card must be brand new as it is 031. and that one is 025. My red devil that I have for a long time was a way lower number than 025. (I cannot remember the exact number)

edit: Mine was actually 009.
