A good air tower is fine for a 12700k/kf. I have a noctua d15 and it keeps cpu at 75-80c at 200-210 watts. After that it gets to 90c. Running stock speeds though cpu only pulls 170 watts and doesnt get hotter then 65c. Just make sure case has good air flow.

On Alibaba, there are liquid coolers available that come with three fans. I am wondering if it is necessary to have so many fans for effective cooling, or if a single fan would be sufficient to meet my cooling needs to overclock to >5.0 GHz?

All cpus degrade just faster if you really push them. Some go faster then others 12th gen getting fairly cheap now though.

While this may be true, 12th Gen has dynamic technology that allows it to prevent damage beforehand.

Don't go water, unless custom loop.

This is a grand idea, IMO. The 12700K is like a 2700K, but better.
