Since my cpu temp in bios is 32c idle, and core temperature reads 18c, what kind of offset do I need to set in CoreTemp since 18c is obviously wrong?

think about the load on your cpu to run bios if there is any and think about the load while running windows even at idle.

What is your room temperature?
Indoor ambient is currently 20.8c, while outside is 18.1c. My core temp is always 1 to 3c lower than ambient, which is obviously impossible, not to mention it's currently 14c below the cpu bios temperature which as far as I know is the temperature surrounding the processor. So if anyone understood my question, what should I set the CORE TEMP offset to?
