I think the true purpose of those tabs is merely to lacerate the **BLEEP** out of your fingers.

They are indeed supposed to:
A) provide tension between the backplane and the case for a tight seal
which leads to
B) helps "seal the box" from EMF leakage
and
c) provides some modicum of grounding for when you're fiddling about back there without bothering to power off!

Here's a pic I just took of a build I just did for a friend. As you can see, I've left all the tabs in place and they touch the metal surrounding the ports. They add an extra bit of structural firmness and also serve as additional grounding. There's really no reason to remove them, unless they are completely blocking a port that you need, like I said.
