how to fix driver san francisco stuck at 24hz?

I had the same problem with crysis 2 dx11
This is due to TV's ability to display 1920x1080@24fps for Blu-ray discs. so when a game is played in which there is no manual setting for the refresh rate the game uses the first one of the supported list which is 1920x1080@24Hz.

A simple fix is as follows:
open ccc>My digital flat panels>hdtv support>add>1920x1076 (maintain aspect ratio disabled) click apply.
now go in game and select the above resolution you just created (1920x1076)

This fix is applicable to most DX9 titles but for some DX11 titles, such as Crysis2, Deus Ex, Dirt2, Dirt3 etc there's just no way. Those titles will select the highest native non HDMI resolution then blow it up to fullscreen with surrounded black border. That's for HDTV but it'll fix the issue for LCD non TV with HDMI connection.
