They are not the high speed version of the fans. They are the regular.
True, but do you really need the high speed version? The noise difference between 1200-1500rpm and 2000rpm is I've used lots of Thermalright TY-14x series fans, including TY-143 (2500rpm max speed) and I can honestly say I've never needed more than 1200-1500rpm. Even my old i7 920 @ 4.3GHz under NH-D14 & TRUE Spirit 140 Power was 67c @t 2500rpm but still only 76c @ 1200rpm in 21c room. With 2x fans temps were 64.2c @ 2500rpm and 73.5c @ 1200rpm. PH-F140MP is vs PH-F140MP V2 is25.3dBA vs 39.1dBA with no airflow restriction, way louder with restriction on cooler/radiator .. probably 7-10dBA louder. Not saying you might not want the higher speed, just I wouldn't. ;)
 
I've been using PH-F140MP in 2 of my 5 systems for years now as intakes and in one PH-F140HP II on PH-TC14PE cooler. At full speed they become as loud (actually louder) than I want to listen to .. and they are 13.8dB lower sound pressure level. To give you an idea of how much louder that is, every 10dB increase in dBA sounds twice as loud to our ears, meaning V2 at full speed being 13.8dBA louder are is almost 2.5 times louder to our ears than orginal PH-F140MP.
