Hi all got a question that I hope someone can help me on.

To clarify first I'm using W1zzard's settings from his techpowerup review of rthe 7950x3d to try to get my CPU to consistently boost to 7950x3d. He's able to get it done on a Noctua Aircooler so I really don't see the problem with my H150i elite lcd 360 AIO.

I want to identify if there is something wrong with my chip, cooling or bios settings?

I'm using PBO, (Have it set between -38 and -24 on cores 0-7). I have Boost set to +200. I am using an h150i elite LCD 360 aio corsair cooler.

However I am not able to get boost speeds constantly at 5.25 for CCD 0. I see tons of people getting that so I'm wondering what's going on with mine. I get between 4.9 to 5.1 ghz on games, and it goes down to like 4.8 on occasion. on HWinfo I see it gets to 5.24 but it's not sustained.

I'm using Gskill cl30 6000mhz ddr5. I have used expo timings, buildzoids timings, and even tweaked it further to 6200mhz cl28, and no luck.

Any help here would be greatly appreciated. If it's an issue with the CPU, I can RMA it, but I'm hoping it's just some sort of setting.

I have tested scalar at 10x, and On SOTR I'm getting about 5006 ghz average on CCD 0, which is bit better than before, so it seems to have made a difference.

My bigger concern is the moment I touch the PPT, TDC, EDC values my computer seems extremely sluggish when starting up. Windows takes longer to boot, and then at the startup screen of windows, it barely boots. I don't even want to dare to let it go past that out of fear that I might be doing somethign to the chip.

I have tried it on motherboard limits, and have no issues, I've left PBO limits on Auto, and it's fine. I've also had it on disabled and no issues. But trying 200 on all three, caused problems. Even the default limits that I found on Ryzen Master which I believe PPT 162, TDC 120, and EDC 180, caused the same sluggish bootup.

This is causing concern for me, as #1 I'm not boosting to 5.25 consistently, even with Scalar at 10x, Boost mode at plus 200, curve optimizer for the following cores: Core 0 - 38, Core 1 - 24, Core 2 -30, Core 3 -36, Core 4 -24, Core 5 -24, Core 6 -36, Core 7 -32. I have cores 8-15 at 0, as it causes instability. I have also tried Cores 0-7 at -18 and Core 8-15 at -4. It's stable, but the boost is lower.

The other concern, is the iGPU, although it's detected I'm not able to install the radeon driver for iGPU of the 7950x3d. I've tried to on multiple Windows 11 reinstalls.

Other than that though, the CPU runs like a dream. I have decent scores on Cinebech R23 - abotu 36-37000 for multicore and about 18200 on CCD 0.

Just wondering if this is a bios limitation, or a problem with my CPU. I'm using the Asus Rog Strix x670E E gaming wifi mobo.
