A "TDP" rating, does not always "mean" what it implies. In fact, a TDP rating for a CPU can be quite misleading, because CPUs can draw (and as a result dissipate) more or less than this rating under full load depending on how the manufacturer decided to conceive these ratings, and depending on which chip is in question specifically. Within the "95W" envelope specification, there are chips ranging from ~75-115W under a full load at stock clocks.
For example..
The FX-8350, has a "125W" TDP envelope "rating", yet, it draws as much or more power than the "140W" rated Phenom II 965 C2.
