Is that true?

If so, how does it work? What happens when you reload your earlier save? Does it matter how long ago you saved?

Actually, when a "speech check" pops up, it'll say something like this.

"34/50 "Please, just let me through?"

In which case mean your speech is 34 and you need 50. If you choose it, it will fail, but you can re-do the speech afterwards, if you leave it be and come back when your speech is higher.

That is how it's been for me, and I've played for roughly 5 hours now.

You should be able to redo it later when you have sufficient speech.

They didn't do anything like that but they did put a limit on that for gambling. You have to wait 60 seconds after loading for it to let you gamble.

yeah you can't its not a chance thing
if you had 19 speech for a check that needed 20 you'll fail
