R9 290 Texture Pixelated Artifacting

I am seeing an odd Pixelated artifact with my R9 290 in a variety of games
Far Cry 3, Far Cry 4, Enemy Front, and the Forest so far. I'm pretty sure it is in almost every DX11 title so far.

I don't know what I can do.
Things I've tried:
  • Erasing all drivers using DDU and reinstalling 14.9 stable, and now trying 14.11.2 beta cleanly with CCleaner as well
  • Reseating GPU
  • Using different PCI 3.0 cable and different PCI plug in RM 850w
  • Underclocking, boosting voltage, and increasing power limit on GPU
Still Artifacts in a LOT of games, not all, but more than I can remember.
Happens on multiple displays too, my TV, my side monitor, and main monitor all show this artifact

I haven't yet moved my GPU to a different PCI slot, as I'd have to remove vital HDD Cages to fit it, but that might have to be my next test.

Anyone else get 'Pixelation' artifacting like this?
What could be my fix?

This happened recently around the time I swapped out my PSU from the HX-850w to the RM850w
Could the PSU be to blame? It is more than capable of delivering enough amperage and wattage
I connected the mobo, CPU, and GPU correctly. Is it possible the PSU is to blame?

Did my GPU somehow get damaged like shorting out in swapping PSU's, causing permanent artifacts? This is the only artifact I see in gaming.

This happens in a lot of games for you? How come it is so bad?

In Far Cry 3 on all ultra settings in the second video Iinked, I can't even see the Hula Figurine on the front dashof the jeep until I'm 10ft from it

Not just textures, but also shading and ambient effects disappear and reappear, and leave that pixelated effect as they "Pop-In". I even see it in Battefield 4 now. I don't think it was always like this.

I'm pretty sure it wasn't always likethis, is there a fix? I already tried 5 drivers from 14.9 to 14.11.2, and it happens in them all.
Is it these particular games or my PC you think?
How can I fix it, I don't see others complaining of this happening to them in these games.
