Your GPU will be just fine. As long as you are not increasing voltage you will do no harm to the GTX 1650 in your laptop. Overclock away and enjoy the additional performance :)
 
You don't need to be too concerned over the voltage as it is typically locked away for safety reasons in your overclocking software. The GPU will vary the voltage according to load on it's own and that is very much normal behavior.

Overclocks are always unique to each individual device. You will need to gradually increase your core overclock by +5 MHz increments and test it out in your favorite game. Stop when the game goes to a black screen and remove 5 MHz and try to play again - If you don't get another black screen then you have found your maximum stable gaming core overclock speed.
 
Once you have found your maximum memory & core clocks by all means stay there. It will most definitely not harm anything.
