What is EuP 2013?

I couldn't find anything solid about it on google so I was wondering what this was and what it does, mine is currently set to Enabled in my bios.

EuP is a European "green" standard for "Energy using Products". The 2013 standard says that a device, when turned off shall consume no more than .5 Watts of electricity.

In the case of a computer, both the motherboard and PSU are required to meet the standard, where the MB meets the .5W requirement, and the PSU must have a 5v standby power efficiency higher than 50% when drawing under 100 mA of current in order to be considered ErP/EuP compliant.

So then, on modern mainboards (Say like Intel 1150 LGA or AMD A88X FM2+'s), with sayan HDD, SSD, Mid ranged GPU, 8GB DDR3 RAM, yadda yadda yadda, should one turn EuP 2013 ON in the BIOS or just leave it off (Default, I believe...at least on my MSI Mobo)?
