You 'think' W7 support will be largely irrelevant but I beg to differ.

Would it have been pointless if they were to program it for regular OpenGL ?

They will support it,
Vulkan is going to be the direct successor of OpenGL 4.5.

I don't trust this at all with Roy being the source, when it's all boiled down.

But if it is true, Vulkan is going to get a huge boost over DX12 being the first one out, and having it's first game be a title like GTA V, when DX12's first title is expected to be that Fable whatever, which is looking kinda meh.

As I recall the supporters during the Vulkan reveal and various tech talks were Epic, Unity, Oxide, Valve, and DICE. It's a pretty impressive cast of promoters right out of the gate.

NVIDIA cards (Fermi and newer, likely) will have Vulkan support.

Nvidia have been working closely with Khronos to build NexGen OpenGL. I am sure they will definitely support it.
Beside that, Kepler does support DX12, you shouldn't face any problem.

Edit: Nvidia has always been forward when it comes to OpenGL.
