Done the usual reinstalled and uninstalled

Tried just pure drivers

disabled bandwidth control

my speed is always

9.4Mbps down (should be 75)

17Mbps up (normal)

Any advice would be great.

Are you testing local network speed only?
Every other device gives me around 70Mbps Down and 17 Up

This is internet speed

All network speeds are set to 100Mbps full duplex

i've googled e2200 slow and damn does it fill up quick of problems it seems this is a garbage nic

guess i would be better off disabling onboard and just using a pci card

No this is just an onboard ethernet

and i switched off the service "killer bandwidth manager" but no difference.

I avoid getting any mobo that does not have an Intel NIC.

Don't bother, buy only a card with Intel NIC. Fastest and works 100%.

If you want trouble free operation on any OS and the best performance only buy Intel NICs. Unless you are looking at enterprise server NIC cards. But even then 90% of the time you are getting Intel or a rebadged Intel (Dell, HP, and so on).

I have the same nic and I just manually install it as AR8161 from device manager.
The driver is included in windows 10. It gives some warnings but never mind them, just install and enjoy the bloatware-free experience.
Here is some guide: https://www.techpowerup.com/forums/threads/guide-turn-your-killer-e2200-nic-into-qualcomm-atheros-ar8161.198899/
Yeah i seen this

doesn't change anything for me, The adapter keeps the same name i followed the guide letter-to-letter.

No its fine

laptop gets full speed on ethernet with the same cable

just this desktop which is the problem so many problems i'm reading about this nic what a nightmare really problem after problem with this system.

Just to add the main issue here is

download speeds seem to be limited to 9.48Mbps and i can't get it to change

while even using the horrible software and putting rates to unlimited or 1000mbps nothing changes

but if i change the rate to a lowered number it does work so for some reason its limiting my download for no reason

upload speed is fine and works as expected.

This is strange. I know a lot of people give Killer NIC's a bad rep but I have one on my board (MSI Z97 Gaming 5) and never had any issues.
It could also be that you just have a defective NIC. Was it always like this or at some point working as it should?

just got it today

It could be defective but i still think its a software issue as many others have the same or similar problems.

I've put a Tplink T9E in 2 machines and they work great. Can't speak for their wired NICs, but I can't imagine them having a problem with 100mpbs internet.

I had the original Killer Xeno NIC and I can say it was junk.

The issues at that time is one side the company is pushing its product and offloading latency etc, etc, but the truth was they fail to tell the consumer that this card can only reach its potential if the companies that made the games could send them their source code so they could fix it to work with the game.

The companies as you know told them no way in hell they will give them the source code. Besides that the programming was so crappy that it caould not even uninstall itself. The company had to put out a special instruction to tell you how to remove all entries from DIR to registry. That is a sure sign too.

Over time i guess they have either gained the trust or maybe reworked the whole design of the card to work with the given software's, drivers, ISP's etc. I know they have got way way better but if yo have a older version you should just buy a newer one or go with the Intel Pro cards.

Also did you use something like CCleaner to remove and left over registry entries.
