First, get a few espionage ships so you'll be able to spy on other players to check and see their resources, fleets and defenses before you send an attack. Sometimes, your spy plans won't be able to report their fleets or defenses because the other player's espionage technololgy is too high. You'll need to send more ships.
For example.
Enemy: Level 4 espionage tech
You: Level 2 espionage tech
Subtract his tech level to yours and then square it. You'll need 4 espionage ships to report almost his entire planet.
Inactive players are given a symbol of "i" and "I" in galaxy. You're free to attack anyone you like, but you'll need at least one ship. So, if you found a game you can farm off of, and he has no defenses or fleets to stop you, you can mainly send just cargos and know they'll be safe.
To find other players, scan through your system in Galaxy.
To attack them,
1. Click Fleet and enter their coordinates there with the number of ships you want to send and then click continue. Then you'll be give nthe option to transport, attack, or ACS. You'll want attack.
2. Find then in Galaxy > hover your mouse over their planet icon and then select attack. Then it'll be similar to method #1.
In uni 35, you can attack one specific player 20 times a day due to 5x speed server.
