So this is REALLY normal? Such different behavior after reboots?
like the guy above you says, there is pretty much into it, but considering all the facts laid here its pretty much within the expected margin. if you want to test the factors out you better get another X3D chip to test as well if this is true. Probably its the quirk of your silicon.

honestly, but I would really like to see proof that this kind of work is really considered normal, by reproducing my experience of testing the same with reboots, so that I would see screenshots and think "wow, this person has a system working similarly, well now I'm calm"
There is a 5800X3D thread here, better ask those guys.
