Phanteks PH-F140HP silent?

Does anyone have personal experience with this fan? I have noctuas nf-p12 and i find it loud, it is running at full speed though always, but anyways I want to go 140mm route all over and ditch all of my 120mm(4x) , i find noctua a bit overpriced and I wont go with them anymore...
Review for silentpcreview shows the Phanteks are pretty damn good in terms of noise/cooling. But maybe theyre bias so I want personal experience from any of you if possible!
Also curious about the Arctic f14 but there is no review about them at all....

basically just looking for very good quiet/performance 140mm fan as they will be the only noise/moving part coming out of the case+hard drives

thoughts?

I recently bought two PH-F140SP_BK from newegg with the 20% off code and adore them. My comp sits right behind my monitors on my desk so having quiet fans is important to me. Aside from the faintest sound of air moving, they're silent. No fan buzzing, whirling, whining, or humming can be heard.

It's not the exact same fan as the HP, but they're both rated for 19dB so I imagine they're very similar.

Arctic F14 isn't really worth it, those are rifle bearings and Phanteks has better performance and a 5 year no hassle warranty akin to Noctua's 6 year warranty

The Cougar HDB fan is supposed to be good but there's reports of slight mechanical noise and PWM ticking at low RPM. It also comes down to the sample variance.
