stuttering in games

i have these problems with my ryzen 3200g system... whenever i resume the computer from a longer period of sleep i get massive stutter in games like cs go at high fps , even 150-200, there is also a 10-15% fps reduction when stuttering scenario occurs but nevetheless the stutter should not appear at these high fps( i get 235fps in dust2 pit, when the stutter occurs i get 200fps there,so there is deffenetely a 10-15 fps drop). if i restart the pc it works fine and smooth even with 2 live video streaming platforms tabs. stutters also occurs when pc left on idle for a longer time then gaming.
pbo is disabled as the stock voltage is 1.45v-1.5v
the temps are ok 60C usually 65C maximum , vrm mossfets 45c max, vsoc mosfets 80c max
amd quiet and cool disabled
tried ddu the graphics driver, reinstaled the newest one. tried reinstalling windows. none of these worked, i have the latest bios version, i have even tried installing amd chipset driver from official mobo website
specs : ryzen 3200g at 3.8ghz all cores 1.215v
gpu : 1420mhz oc at 1.17 vsoc
crucial ballistix 2x8gb 3000mhz cl15 oc at 3600mhz cl16 1.29v
mobo : gigabyte b450m s2h
psu . seasonic g-series ssr-450rm
ssd : crucial mx500 500gb
monitor : aoc 144hz freesync capable
stock amd cooler
i have disabled the cpu,gpu and ram oc. and the same issues appears after resuming pc from sleep
i have disabled hybernation mode, disabled turn off hdd after x minutes
disabled pci express power option
none worked. i really don't know what to do more and what's really causing this issue. can it be the psu? can it be faulty mobo , cpu? can it be software related?

Did you install the AMD AHCI/SATA drivers as well?
And i cant say for sure but the PSU might be the problem

no, i do not use RAID. today i left my pc on sleep right after i turned it on, for 3 hours, without entering anyother program. when i resume it it worked fine without stuttering, so it seems like not necesseray sleep option messes it up, but some casual pc use for some time, in some webbrowsing. then gaming since to make the stuttering appear again

Open task manager and watch out for a service called amdrserv.exe starting and stopping every 5 seconds or so and boosting cpu usage around 15% . When this happens on my machine, it affects my machine in the same fashion. It's a bug that hasn't been properly addressed yet that I am aware of - why it affects some people and not others , I do not know. I have 3 machines that I have paired the AMD graphics card with and only one of them has the issue.

Keep an eye out for it when you experience the frame drops. It's harder to catch in the window's 10 version of task manager.

Did you try just running default setting in BIOS? Does windows have all the updates? I would format the OS drive try reinstall. If that does not fix the problem, try new processor like Ryzen 3 5xxxX out November 5

You might try turning HPET (High Precision Event Timer). Easiest way is to find it under system in Device Manager. Most machines do not benefit from it, and it can cause stuttering. I had significant stuttering that was obvious in 3DMark - turning off HPET stopped it. I do not think you need a new processor (though new toys are always fun :))
