If you mean the white pads, I don't think you're meant to peel them off (I didn't for my H60), but I think they *could* be adhesive pads to help with mounting it. I'm not 100% sure.

wanna remove it on installation. if not, the temperatures will be system shut-down hot!
theres there to prevent any shorts. since the bracket is made of metal and theres electrical connections everywhere.
its just a precaution but the CPU back plate should give the bracket enough clearance.

Leave it on. As said before, it's to make sure there aren't any shorts to the system. It won't get hot either, since it's not directly touching the motherboard.

yes and also the melting temperature on that is far above system temperature. so your rig would auto shutdown long before it starts to melt.
