My PC is running W7 and has been playing mp3's and videos great until just recently. I have not installed any new software. Not sure why its running so poorly. I have run CCleaner and cleared out any garbage.

I did run Malwarebytes and found files opencandy and have remedied that. However I cant see why the performance issue persists.

I've also uninstalled WMP 12 and reinstalled. No luck.

I cant see it being a hardware issue as it was running great the other day.

Any help would be much appreciated.

Have you tried reinstalling audio and video drivers? I was experiencing serious problems akin to what you are describing until I uninstalled the Realtek drivers for my onboard sound and allowed Windows to install default ones. No more stuttering while playing media.

That being said, you should never use WMP or VLC anyway. Before you go down the driver fixing route, try playing the same video in MPV or MPC + MadVR. You should have one of those installed anyway

VLC is superior to MPC and MPV for music playback.

Why is that? Better resampling?

The playlist is easier to organise than MPC. MPC is great for playing films and my preferred video player but when it comes to music right clicking on a folder and clicking play in VLC is just great.
