Have you tried reinstalling audio and video drivers? I was experiencing serious problems akin to what you are describing until I uninstalled the Realtek drivers for my onboard sound and allowed Windows to install default ones. No more stuttering while playing media.

 

Short answer: get a tablet. You will not miss the desktop. It is such a sandbox only useful if you are designing the next console, or videogame title. It is totally unable to meet the ergonomics of later devices.

 

Sounds like a video acceleration problem to me. Is this on your sig rig, and what kind of files are you trying to play?

That being said, you should never use WMP or VLC anyway. Before you go down the driver fixing route, try playing the same video in MPV or MPC + MadVR. You should have one of those installed anyway

The playlist is easier to organise than MPC. MPC is great for playing films and my preferred video player but when it comes to music right clicking on a folder and clicking play in VLC is just great.
