I had same problem found correct tool, the one that flashes while in the OS worked.. but the bios didn't, so I had to flash back from my silent boot..

NvFlash64.exe - 5.821.0.0
 
I think I had to use another command.. wish I could remember.

hmm, ive also tried using a different OC tool too oc the ram past +2000, but just a touch over, and its unstable. i thought i might be able too OC the ram IC's closer too 700gbps
 
It's a higher POWER LIMIT.

in Gpuz mine is at 768gb bandwitdh on my card with mem at +1500 @12000mhz in msi afterburner. (GDDR6X micron)
 
yeah the super is quite a bit faster. but i cant go any further than this.

i think the GDDR6x IC's are similar bin between them. but your card is clocked quite a bit higher. it could be memory voltage. idk
