Welcome to OCN!

There are a couple different guides that can help you.
I always recommend this one http://www.overclock.net/t/525113/phenom-ii-overclocking-guide
It contains a ton of useful info plus gives you a path (order) in which to OC.

The M4a 87TD/USB3 only has a 4+1 phase count (8+2 is better) and non HS'd VRM's.
This will be something you'll need to be aware of as OCing may produce throttling through OCP (over current protection).

Adding http://www.newegg.com/Product/Product.aspx?Item=N82E16835708011 should help but may also require a fan mounted to blow directly across them.

If throttling occurs due to overclocking can this slow the pc to slower than stock levels? (I'm looking to overclock with the same motherboard )

Throttling may be avoided if you manage to get some (active) cooling over the VRMs of the motherboard. I have a 72mm fan running directly over mine

As Shmuckley pointed out, the guide he linked is the one you should follow for overclocking the 1100T

Ye I rock 2 120mm top case fans 1 120mm side case fan, obviously front and rear and a thermaltake frio CPU cooler which In turn runs so well it helps with cooling of other parts anyway, all coolmaster case fans same type sicklefin I believe they are calls would this help as "direct"?

And also so can it slow you to less than stock levels if throttling happens?

By direct i mean a fan directly over the VRMs

I've ghetto-mounted one using a little tape and glue.. And yes, if it throttles, the chip will go WAY lower than stock. Probably 800-ish Mhz.
