Well, his old PC got broken, and I'm looking for some very cheap alternatives. I have no clue about cheap CPUs and how good they are, so I thought that I might ask here.
He's not doing any gaming (unless you count Windows chess in there), mostly surfing and watching streams over the net.

I am thinking about 3 different offers:

AMD Sempron 145 2,8GHz
Gigabyte GA-78LMT-S2P
4GB DDR3 1333MHz

That is the cheapest alternative.

Then there are 2 others which are some €30 more but have better CPUs.

AMD A-Series A4-3400
Gigabyte GA-A55M-S2HP, Socket-FM1
Kingston ValueR. DDR3 1333MHz 4GB, CL9

and

AMD Athlon II X2 220 2,8GHz AM3
Gigabyte GA-A55M-S2HP, Socket-FM1
Kingston ValueR. DDR3 1333MHz 4GB, CL9

As I said, I'm looking for a simple, very cheap alternative, but I don't want his PC to be very slow. I will also add a 8800GT in that configuration and it will run on Windows 7.
Is it worth it to buy that more expensive cpu?

The first offer should be ignored as the 760G graphics fail to meet the standards I set as minimums for all modern PCs: full GPU acceleration of all HD video file formats including Adobe flash. The Radeon 3000 does not accelerate Adobe flash which may be troublesome for YouTube watching. Go with the second/APU setup if possible. Ideally you also want dual channel RAM with that APU... APUs want bandwidth.
 
If your father doesn't do anything strenuous with the CPU, such as high-end gaming he will be well off with a Sempron 145. They also unlock to a dual core, which would be fantastic.

However, I would recommend getting a dual core just in case as Windows simply works better.

I wouldn't dump that 8800GT, it's still a decent card for light gaming. My offspring has a 9800GTX+ (GTS 250/450) and it's more than enough for her. But I assume you already know that.

You could, alternatively, go with a Llano system but I don't think it will benefit your father as you're never going to get much for that 8800GT.
